My telegram No.373 perhaps did not make

sufficiently clear the points on which immediate approval

is sought.

These are (1) to give undertaking in some form

that income tax would not be retained in peace time without

further reference to Legislative Council (2) to obtain

acceptance by the Admiralty of offer of 2 mine sweepere

and to begin negotiations

locally even though income

tax discussions still proceeding, (3) To obtain Air

Ministry's approval in principle of purchase from local

funds of training reconnaissance aircraft and to begin

training of pilots as soon as possible.

Shall be grateful for replies to above as each

point is determined.
